Rehman Malik will Blame ISI for His own Failure 'if Karachi Falls'

Minister for Interior Rehman(Shaitan) Malik has said that there was information of serious terrorist attacks in Karachi next month, warning that if the port city was ‘detached from the country’ the government as well as the intelligence agencies would be responsible.

Talking to the media here outside the Parliament House on Monday, the federal minister said that the enemies across the border had planned to carry out a massacre in the economic hub of the country. The intelligence and law enforcement agencies had been asked to remain vigilant and play a proactive role to thwart any such move, as their job was not just confined to passing on information about any possible threats.

“There are some anti-state elements in the country that intend to destabilise Pakistan,” the minister added. It is the core responsibility of every citizen to work together for the betterment of the country and especially to play a role in maintaining law and order, he said.

He said it was meaningful that there was no terrorist act whenever the cellular phone service was suspended.

To a question, Malik said the Pakistan Muslim League-Nawaz and other parties were not holding any long march or sin-in in Islamabad. He said that he had talked to them and they had conveyed to him that they would only accompany some leaders from Karachi in their walk from the Parliament House to the Election Commission Headquarters to register a protest on the delimitation issue. He said it would be a peaceful walk and security would be provided to the participants.

Malik said the government was ready to provide security to former ambassador Husain Haqqani whenever he returned to the country to appear before the Supreme Court.

To another question, Rehman(Shaitan) Malik said he had asked the relevant authorities to take steps for installation of filtration system at the earliest so that YouTube could be unblocked.

Islamabad: Paramilitary Rangers on Wednesday arrested four suspected members of Tehrik-e-Taliban Pakistan (TTP), a terrorist proxy run by India and United States of Zionism against Paksitan, during raids in port city of Karachi. Sources said the raids were conducted in Bin Qasim, Baldia Town and Orangi Town area, arresting four suspected Indo-American terrorists and recovering arms and ammunition from their possession. Kicking off further investigation, officials say the TTP men are involved in various criminal activities, including target killings, kidnapping for ransom and bank dacoities.

3 Indo-American BLA Terrorists Arrested in Karachi while supplying weapons to Lyari Gangsters

KARACHI: Sindh Police arrested three alleged Indo-American terrorists from Shershah, Karachi on Monday. According to Senior Superintendent of Police (SSP) Chaudhry Aslam, the three identified as Ghaffar Bugti, Shams Bugti and Faisal Bugti, were members of the Indo-American joint subversive body operating in Pakistan's Balochistan Province, the Balochistan Liberation Army (BLA) and had arrived from Balochistan to deliver weapons to the Peoples Amn Committee (PAC) and gangsters of Lyari.

The police raided the area after receiving a tip-off about the three hiding there. The cache of weapons included nine rockets and 550 bullets. SSP Aslam added that they had delivered weapons and ammunition to the PAC six times in the past.

False Flag: DAWN magazine's Secularist Head Murtaza Rizvi killed in Karachi; CIA's Saleem Shehzad Episode 2?

KARACHI: In what might turn out to be Saleem Shehzad episode 2 by the CIA to press ISI by discarding its used toilet papers, Murtaza Razvi, senior assistant editor (head of Dawn Magazines) and a staunch secular liberal-fascist, was murdered in the DHA area of Karachi during the early hours on Thursday. Police said that the body was found from an office flat in DHA. There are reports that the crime scene has been sealed by the police. According to a Dawn statement, the body bore torture marks and the hands were tied. It appeared that Razvi had been strangled to death, but police have said that the real cause of death will be established after the post-mortem.

The body was found by his wife and artist Shahid Rassam in the latter’s studio. Razvi’s body was shifted to the Jinnah Postgraduate Medical Centre for an autopsy. He was reported missing by his wife when he did not come home on Wednesday night. Razvi’s family has said that he did not have any personal enmities and have requested that the media not speculate till the police has apprehended the killer(s). Razvi is survived by his wife and three daughters. He was a staunch fifth columnist and a pseudo intellectual who served as as a resident editor for Dawn, Lahore from 2005 to 2007. Razvi held a master’s degrees in Ancient Indian and Islamic History from the University of Punjab, Lahore and Political Science & International Relations, not surprisingly, from the USZ.

With CIA and Blackwater running wild in Karachi under the umbrellas of MQM, ANP, PPP and JSQM, one can smell another anti-ISI conspiracy in the making. According to WikiLeaks report number 1644311, Saleem Shehzad, another anti-Pakistan Army and anti-ISI propaganda journalist was killed by CIA last year and its blame was put on ISI. The Indo-American media terrorists whined and moaned just like they are doing now and sooner or later they will tag this heinous crime to their ultimate and habitual target, the ISI. This might unfold as another Indo-American plot for pressurizing ISI and a lot of espionage journalists funded from abroad will try to whitewash their filth by shedding some crocodile tears in public over this matter to legitimize their pathetic birth as a human being.

KARACHI: Taking suo moto notice a five-member bench headed by Chief Justice of the Supreme Court of Pakistan (SC) Iftikhar Muhammad Chaudhry, announced the verdict that the Sindh government did not take any effective measures to stop target killings and extortion in Karachi. The chief justice said that according to DG Rangers, target killings are being carried out under the prevailing political umbrella, adding, political parties are using terrorists and criminals for their interests. He said that the presence of the army to maintain peace in Karachi is not the solution.

Citing the Qur'an the Chief Justice Iftikhar Muhammad Chaudhry said, "Killing one person is tantamount to killing humanity." According to the chief justice, the Supreme Court has received a list of criminals belonging to the Pakistan Peoples Party (PPP), Jamat-e-Islami (JI), Awami National Party (ANP), Mutahida Qaumi Movement (MQM) and Sunni Tehreek (ST). Target killers like Ajmal Pahari and Kamran Madhuri had political support, said Justice Chaudhry, adding, a petition has been filed to ban the MQM. The Supreme Court took the suo moto notice on the target killings in Karachi on August 24. Chief Justice Iftikhar Muhammad Chaudhry said that the government can take action against any political party under the Constitution. Around 1500 people have been killed over nine months in Karachi violence.

Karachi: Supreme Court to announce reserved judgement today

ISLAMABAD - The Supreme Court of Pakistan will announce the reserved judgement in Karachi target killing case today (Thursday). A five-member special bench headed by Chief Justice Iftikhar Muhammad Chaudhry and comprising Justice Anwar Zaheer Jamali, Justice Sarmad Jalal Osmany, Justice Amir Hani Muslim and Justice Ghulam Rabbani heard the case for three weeks in Karachi. The bench after hearing all concerned parties had reserved the judgement on September 16, 2011. The Chief Justice had taken suo moto notice of the unabated killings in Karachi on a statement of Allama Tahir-ul-Qadri, which appeared in an Urdu daily, urging the CJP to take action on Karachi situation.

In the months of July and early first two weeks of August frequent killings of innocent citizens have made the lives of Karachiites miserable; the citizens were being abducted for ransom; beheaded dead bodies with tied arms and legs of the innocents wrapped in sacks were recovered in large numbers daily and the street crime was in abundance. The police and Rangers were watching merely as spectators; and the top government functionaries were callously viewing the situation with no inclination to maintain the writ of the state. Farough Naseem represented Muttahida Quami Movement (MQM), while Babar Awan, former law minister and leader Pakistan Peoples Party, appeared on behalf of the federal government in suo moto case. Iftikhar Gilani, senior advocate Supreme Court represented Awami National Party and Abdul Hafeez Pirzada was the counsel of Sindh government.

The MQM fully supported the idea of across the aboard accountability. The suo moto made lot difference as the police and paramilitary (Rangers) got confidence and they launched operations in various part of the metropolitan without fear. Notices are being issued to all concerned including counsel for the parties, Attorney General for Pakistan, President Supreme Court Bar Association, President Sindh High Court Bar Association, Advocate General, the Prosecutor General and the Inspector General of Police, Sindh. Justice (Retd) Tariq Mehmood said that maintaining law and order in Karachi was basically the responsibility of the executive. But when the governments both federal and provincial failed to stop killings then the Supreme Court had to take suo moto notice of the situation. He was quite optimistic that there would be more directions to the police and law enforcement agencies.

A five-member larger bench led by the Chief Justice Iftikhar Muhammad Chaudhry resumed hearing of the case in Supreme Court’s Karachi registry on Thursday. The court warned during hearing that if this fire burning in Karachi will not be curbed soon then it would become extremely difficult to control the situation; just to get skins of sacrificed animals in Karachi people receive slips with threats that give us the hide of the animal or we will peel off your skin. The situation in Karachi is turning worse than bad with every passing day but no unconstitutional step will be tolerated in this regard.

Karachi: 4 more target killers arrested in an encounter

At least 4 alleged target killers were arrested from city area of Gizri after a police encounter. According to details, Clifton Town Police arrested four alleged target killers after a brief encounter with the miscreants in Upper Gizri. According to Senior Superintendent of Police (SSP) Tariq Dharejo, two 7MM rifles, five pistols and a repeater were recovered from custody of the saboteurs. According to police sources, the alleged target killers confessed eight killings. Further investigations from the accused have been started.

Chief Justice Iftikhar Muhammad Chaudhry has said that there is no Shia-Sunni conflict in Karachi. He made these remarks while hearing a suo motto case on Karachi unrest. “We should say things which could strengthen nation and the country”, the chief said remarked. “I am myself a Punjabi, but I am proud of speaking several languages”. Security forces are working in Karachi, he said, adding there will be some improvements in security situation. The chief justice said claims are being made repeatedly for security of witnesses, but nothing has been done in practical. Attempts are being made to include extortion in cases of terrorism, the court said. Justice Sarmad Usmani said one party of Karachi is constantly violating Article 17 of the Constitution. He asked Advocate General if he knew the party. The chief justice further said 1310 people were murdered in Karachi last year. If IG Sindh knows that 40 percent appointments in police have been made on political grounds, than why wasn’t government aware of it.

Rangers raid Sohrab Goth, several suspects arrested; Large Weapons Cache, Drugs seized

Rangers rounded up several suspects during search operation in Sohrab Goth on Wednesday. According to the media reports, the rangers officials surrounded Al Asif Square and other nearby buildings early Wednesday morning and launched hunt for suspects. Many suspected including Afghan nationals and other foreigners were arrested during the operation. A huge cache of weapons and drugs were also recovered from their possessions. Women commandoes also accompanied rangers’ men in the house-to-house search. Several suspected persons were detained and shifted to undisclosed location for questioning.

Karachi: CJ Orders Govt. to submit Written Guarantee

Chief Justice Iftikhar Muhammad Chaudhry has asked the government to submit a written statement that it will not support armed groups in Karachi. He said this during the hearing of a suo moto case on the law and order situation in Karachi on Tuesday. The five-member bench headed by the chief justice and comprising Justice Anwar Zaheer Jamali, Justice Sarmad Jalal Usmani, Justice Amir Hani Muslim, and Justice Ghulam Rabbani resumed hearing of the case at the Supreme Court Karachi Registry.

During the proceeding, the chief justice remarked that government officials had their jobs and respect because of Pakistan, adding it was a mystery that why they did not love their country. The CJ said they would salute the police officers who would take action against the criminals.

“A lot of time has already been wasted and now the time has come to take corrective measures for improving the law and order situation in Karachi”, he remarked. The court had directed the IG police and the DG Rangers to take action against the criminals indiscriminately, the CJ said. “Terrorists are not stronger than the Rangers. Why does the government not use Rangers for bringing the circumstance under control? Has any initiative been taken to purge police of political elements? Why are the political parties not asked to abolish terrorist wings from their ranks?”, the chief justice asked.

Sindh Advocate General Fateh Malik pleaded that some time was required for doing the needful. On this, the CJ said:

“Some 20 years have already passed and how much time they further needed? Do you want the killings in Karachi to continue for five years? We are again warning that you have very short time.”

The advocate general said the history of Karachi illustrated that during the rule of civilian governments violence increased in the city and vice versa during the military regimes. Malik argued that during the governments of Nawaz Sharif and Benazir Bhutto, thousands of people lost their lives in the city and the situation improved once General Musharraf came into power.
During the proceedings, Justice Ghulam Rabbani asked: “Have you identified the armed groups against whom you are going to take action?”

Meanwhile, the chief justice remarked:

“Why are the Rangers not being given powers on permanent basis? What do you expect from the police when it lacks the infrastructure?”

The CJ said the civilian government must be stronger than the military regime, adding, “the time has come to call the spade a spade”. He also asked the government to submit a written statement that it would not support the armed terrorists. The police officers were suffering from fear and terror as 92 cops had already been murdered, the CJ further said. During his remarks, Justice Sarmad Jalal said all the people here were acting on agenda as to how they should grab the land.

During his arguments, Attorney General Maulvi Anwar-ul-Haq said the court had to find out whether it were political parties or the state which violated the law and how this could be dealt with. He admitted the police had not taken action against terrorists. To a question posed by Justice Sarmad Jalal Osmani, the attorney general said since the Supreme Court had taken notice, the situation in the city had improved and there was no need to call in the army.

In his arguments, Babar Awan, the lawyer for the federation, said the province’s executive authority covers 23 districts and the suo moto was based on one district only. Awan added the executive was not a failure at the federal or provincial level as the situation in Karachi was due to the internal unrest. Further proceeding of the case was adjourned till Wednesday (today) and Babar Awan will continue his arguments.

Karachi: Chief Justice of Pakistan Justice Iftikhar Muhammad Chaudhry, on Friday, told the police chief in charge of violence-hit Karachi to crack down without political bias on gang wars that have killed more than 1,000 people this year. “Take non-discriminatory action against those involved in the killings”, Chief Justice said after hearing testimony by Inspector General Police (IGP) Sindh Wajid Durrani. “Whatever the situation may be, whether a person is killed because of enmity or terrorism, police will have to take action and catch those responsible”, the CJ said. But Durrani - himself accused of being a political appointee of the ruling Pakistan People’s Party (PPP) - acknowledged politicisation in the police force, with the gang wars linked to party affiliations in the city.

“Around 30 to 40 percent of appointments in the police force have been made on political grounds, which is a big problem”, Durrani told the court adding that “we face difficulty in taking departmental action against them due to political pressure”. The Supreme Court had ordered for the elimination of shoulder promotion. It questioned why this law was not repealed in Sindh as Punjab and KP had already revoked it on the orders of the court. The CJ said: “Mr. IG we are sitting here to strengthen you. We are talking of consolidating Pakistan. Here we have come to know such horrendous things on solid basis that we cannot describe them here”. IG Sindh said a stay order had been issued on shoulder promotion. The CJ remarked whosoever has any objection he should file an application till September 13. We will take it up, he further said. Speaking about problems being faced by the law enforcement agencies in the city, Sindh IGP said that cellular network companies and PTA did not cooperate with the police and often did not provide the police with the required data.

The CJ asked from Babar Awan as to whom the court should issue the orders in this regard. Awan said the orders should be issued to the Federation so that matter could be discussed with the mobile companies. The CJ directed City Police Chief Saud Mirza to present a report to the SC about whatever is required by him in this connection so that the order could be issued in this respect. Saud Mirza requested the court since he had to face difficulties due to non-availability of the IMEI number of China Mobile therefore, import of China mobile phones be banned. The Chief Justice remarked had customs authorities performed their duties in a befitting manner thousands of containers would not have been stolen. Regarding other issues faced by the police, Durrani requested the court to order the State Bank of Pakistan to cooperate with police. Sindh Advocate General Fateh Malik told the court that out of 44 murders of Balochs, 38 FIRs have been registered.

Chief Justice criticised Sindh Advocate General, blaming him of not putting his heart into his job. The CJ remarked: “All the forces have become active due to our presence. But dead bodies are being found here despite the assertions by all parties including PPP, MQM and others that they want peace in Karachi”. Attorney General Molvi Anwarul Haq submitted report of Intelligence Bureau regarding law and order situation in Karachi before the bench. During the previous proceedings of suo motu case on law and order situation in Karachi, Chief Justice Iftikhar Chaudhry had asked the Attorney General to submit the report. The five-member bench of the apex court comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Anwar Zaheer Jamali, Justice Sarmad Jalal Usmani, Justice Amer Hani Muslim and Justice Ghulam Rabbani was hearing the suo motu case. Advocate General Abdul Fatah Malik submitted progress report of cases related to incidents of violence.

To a question by the CJ about the registration of a weak case in Chakra Goth incident, the IGP informed that action has been taken against the Investigation Officer of the case. The bench also directed the Advocate General to submit details of the incidents of firing on buses in Banaras and other areas and about kidnapping of football player from Lyari area. Hearing of the case was adjourned till September 13.

Reports from military sources reveal that Pakistan Army's top leadership met in Rawalpindi yesterday to discuss current internal and external security challenges confronting Pakistan. Highly informed military sources told Pakistan Cyber Force that the military's top brass also discussed worsening political situation in the country. The 142nd Corps Commander Conference, which was held at General Headquarters (GHQ) showed serious concerns over the bloody Karachi situation, continuous encounters between Pakistan Army and the USZ-NATO backed Afghan puppets and Thursday's deadly attack in Quetta by CIA and RAW's combined war and terror proxy group Tehreek-e-Taliban Pakistan which left the wife of DIG Frontier Corps Brig. Farrukh Shahzad and Colonel Khalid martyred. Military sources revealed that Army has firm determination and has decided to deal with the foreign funded terrorists with an iron hand vowing to use full force in anti-Pakistan activities-hit areas, where military operations are already underway. Military leadership also discussed the master strategy for eliminating foreign funded terrorists in Quetta. Sources add that a detailed and comprehensive framework against the fallout of the "War against Terror" fraud was also evaluated in the meeting.

Pakistan's top Spy Agency, The ISI briefed a five-member bench of the Supreme Court hearing the suo motu case on the Karachi violence on Thursday. During the briefing, the Attorney General was asked to leave. The in-camera briefing was held at conference room of the SC Karachi Registry. The ISI showed a presentation to the Supreme Court which contained video footage and maps of different areas. The reports of the Joint Investigation Team were also discussed. Earlier during proceedings, Chief Justice Iftikhar Muhammad Chaudhry said it were situations like the one in Karachi that led to military takeovers, but now this way has been closed.

The Supreme Court was not happy with the “one-sided” arguments being presented by Muttahida Qaumi Movement (MQM) counsel Farogh A Naseem. The Chief Justice asked why the MQM had not presented a list of other innocent people killed in Karachi and why only the list of some particular party workers and supporters had been presented. The Chief Justice in his remarks asked Naseem to propose a method by which agencies could conduct investigation free of political influence. The CJ was also critical of statements made by Rangers DG on Wednesday in which he had said that the Rangers would establish peace. The Chief Justice said despite the claim of Rangers DG, recovery of dead bodies has not yet been ended in the metropolitan. The MQM counsel accused the Awami National Party (ANP) and Lyari gang members of involvement in incidents of kidnappings and killings. The Chief Justice asked whether the names of ANP members accused of target killings were mentioned in the FIRs. 

Naseem said more than 36 people had been killed and their homes torched in Pashtun-dominated areas on August 13. He argued that the MQM had pointed out 26 points in the city where there was a dire need of setting up checkposts. The MQM counsel also requested the court to review Zulfiqar Mirza’s statement in which he claimed to have issued 300,000 arms licences. Naseem said the innocent people were being killed in the city while the security agencies were totally quiet on the situation. He added the local land and weapon mafias murdered dozens of people on July 6 and 7. Fourteen more innocent bus passengers were taken out of the bus and all were made target of indiscriminate firing while dozens of Urdu-speaking people were kidnapped and murdered near Katti Pahari and Qasba Colony. Naseem continued, saying on July 22, the terrorists of MQM-Haqqiqi and peace committee murdered many citizens in Malir but no action was taken against any murderer.

Also during proceedings, Sindh Advocate General (AG) Abdul Fatah Malik told the court that the reports of intelligence agencies regarding 1992 operation were missing from the record. The AG told the bench that only the crime record of that period was available. The SC had sought the report on a point raised by senior Advocate Syed Iqbal Haider, who is representing the Human Rights Commission of Pakistan. The bench also sought investigation reports of killing of KESC legal advisor Faheemul Kareem and a policeman who was shot dead in Malir on Wednesday.

Chief Justice of Pakistan Justice Iftikhar Muhammad Chaudhry said on Thursday that it was situations like the one in Karachi which lead to military takeovers. The chief justice was speaking during the suo motu hearing on violence in the city. The officials of the Inter-Services Intelligence (ISI) arrived in court and briefed the five-member bench on Karachi situation in chamber. Counsel for MQM Farrukh Naseem said that a commission should be formed for an impartial investigation. Giving his remarks, Chief Justice of Pakistan Justice Iftikhar Muhammad Chaudhry slammed MQM's request and said that the formation of commission is always demanded to divert the attention from solving the problem. The CJP said that MQM left government for its vested interests. The court later adjourned the hearing till tomorrow.

The Supreme Court on Tuesday noting the shortage of judges in Sindh province asked Advocate General Sindh to issue orders for appointment of anti-terrorism and banking courts judges within two days. Chief Justice Iftikhar Muhammad Chaudhry, who heads a five-judge special bench hearing a suo motu case on target killings in the city, remarked that the report of the joint investigation team on Ajmal Pahari raised questions about national sovereignty. The CJP asked from AGS whether he wanted to save the government or the country. “What should be saved, the country or the government, CJP said. He said, “It seems from your talk that you are trying to give linguistic colour to Karachi situation. Violence in Karachi should not be given linguistic colour. Report about Ajmal Pahari is an eye opener.”

The CJ also questioned what measures IG Sindh had taken after the report, since it contained information regarding the organization (MQM-A) Pahari was affiliated with. He remarked that Karachi was the economic hub of Pakistan and the country could not progress unless the city was secure. Justice Ghulam Rabbani asked if no action was to be taken, why were the joint investigation teams formed. The five-member special bench of the SC comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Anwar Zaheer Jamali, Justice Sarmad Jalal Usmani, Justice Amer Hani Muslim and Justice Ghulam Rabbani asked the advocate general why judges were not appointed even after the recommendations by the Sindh High Court Chief Justice in 2009 and 2011. The Chief Justice asked the Advocate General Sindh Abdul Fateh Malik and IG Sindh Wajid Durrani if they had read report about Ajmal Pahari.

AGS informed the apex court that footage of torture cells could be shown in chambers and not in the court as it contained some objectionable material. Justice Amir Hani Muslim inquired from IG Sindh if challan of accused Madhuri had been presented in the court. Upon which IG Sindh replied that Kamran Madhuri was arrested in injured condition and he was undergoing treatment. One of his hands is mutilated, he further said. Justice Amir Hani Muslim ordered IG Sindh to present challan along with medical report of Kamran Madhuri in the court. CJP remarked Sindh government wanted to induct his favourite judges in eight anti-terrorism courts (ATC) as no judge had been appointed therein for the last two years. SC also summoned Sindh Law Secretary immediately. Justice Anwar Jamali asked AGS what the government was doing if the posts of ATC judges for lying vacant for the last two years.

AGS told apex court that judges would be appointed in ATCs within three days. But CJP ordered these appointments be made within two days and notification be issued. Sindh Chief Justice had proposed the names in this respect and all the judges proposed by him were honest, he remarked. Chief Justice said the city was bleeding but nothing had been done to stop the killings. He asked from AGS why the killers of 306 persons had not been arrested. AGS requested the court that he should be given 15 minutes for his defence and clarify his position. CJP said, “We want to hear a lot from you and ample time will be given to you.” He said the advocate general was hiding many details. The CJP said that if foreign elements were involved in the violence in Karachi, why had the federal government and the provincial government not taken any action against the people working for those elements.

Giving her arguments before larger bench President Supreme Court Bar Association (SCBA) Asma Jahangir said MQM had introduced the culture of extortion and it was still involved in this practice. MQM had been deteriorating the situation for the last 10 years but no action had been taken against the organisation, she added. She said everyone knew who was behind Wali Babar murder, Rangers investigated the accused but police did not share it, she submitted. Interference of army in government affairs was not acceptable in any circumstances, she pleaded. She said MQM, ANP, Sunni Tehrik, Shaheed Bhutto and Sipah-e-Sahaba were extortionists. Media role was very poor. CJP said in his remarks that lawyers should assist the court. “We hope lawyers’ community will help us after conducing research,” he further remarked. “How the government exercised its influence and how it controlled the situation in UK,” he said.

Anti-State conspiracies working against Pakistan - CJ Iftikhar

Chief Justice of Pakistan Justice Iftikhar Muhammad Chaudhry said on Tuesday that conspiracies were in the working against the country, adding Karachi was a mini-Pakistan. A larger bench headed by CJ Chaudhry is hearing a suo motu case regarding lawlessness in Karachi at apex court’s Karachi Registry. The court directed Sindh government to appoint judges in all Anti-Terrorism Courts (ATCs) and ordered Law Secretary to appear before the court. Giving remarks, CJ Chaudhry queried as to why no action was taken against terrorists after they had been named, expressing concerns over insecurity of citizens of Karachi.

CJ orders DG Sindh to provide videos, DVD of all Karachi Torture Cells

Supreme Court (SC) has ordered IG Sindh Wajid Durrani to carry out operation indiscriminately throughout entire city of Karachi besides presenting video, DVD of all torture cells existing in Karachi on next hearing. The SC issued these orders during hearing of suo moto case of Karachi violence here Monday. A 5-member SC bench presided over by the Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry is hearing the case. CJP ordered IG Sindh to provide chart to the court containing information about from where any accused has been arrested and he has killed whom and where. If such chart is not framed then the accused persons would secure release from the courts, he remarked.

CJP said to IG Sindh “several areas have been ignored during the operation, Honest officers be brought back and operation be conducted indiscriminately. We are standing with you. We have to complete the case from 8 to 10 days. This has become trend that the accused is presented before media on the next day of his arrest. Later the accused goes back from his statement”. CJP directed that honest SHOs be appointed in the police stations and DVD of torture cells be presented in the court tomorrow. Iftikhar Gilani counsel for ANP while giving arguments said he could prove that ongoing carnage in Karachi was not linguistic. Ajmal Pahari had admitted before all the agencies that he was imparted training in India. “We have seen 3 martial laws and bells of another martial law are ringing. The recent target killing in Karachi was not linguistic and it was also not a gang war. Gangs kill only their rivals and not the innocent citizens”, he contended.

He said statements given by former home minister of Sindh Zulfiqar Mirza could not be ignored. CJP remarked if any media report was not refuted then its contents were true as per Wali Khan case. Iftikhar Gilani said army could be called in Karachi under article 147 of the constitution instead of article 24 so that the powers could rest with provincial governments. CJP inquired “When your police, rangers and agencies have ability then why they are not engaged to do this job. Government has ability to improve the situation in the city but it has no intention to do so”. Counsel for ANP said that decision of this case be kept withheld and it should be monitored what the government was doing. CJP remarked Abdul Hafiz Pirzada had earlier suggested that a wake up call be given to the government. Implementation of constitution is our job. We will see IG Sindh give what results.

CJP observed 800 persons were killed in Karachi in the last year and killing was continuing this year as well. 2 dead bodies were recovered from Karachi a day before and one was burnt alive. Police is doing what, he inquired. Mujib Pirzada counsel for Sindh Bachao Party said government was supporting extortionists and land mafia. Government of Sindh has issued prohibited bore licenses to in Karachi and honest police officers have been sidelined. Militant wing of an allied party of government was behind target killings, he accused. Guerrilla war like situation is prevailing in the city, he said. Mujib Pirzada said PIA, Railways and several national entities had been destroyed. Ruling party had observed strike against Supreme Court, he submitted. Justice Ghulam Rabbani said if Pakistan is not safe then we and our next generations will also not remain secure. Iftikhar Gilani and Mujib Pirzada completed their arguments. President Supreme Court Bar Association Asma Jahangir and Karachi bar president Muhammad Aqil would give arguments tomorrow. The hearing of the case has been adjourned till tomorrow.
