Interview with Jihadi Leader Moulvi Sangeen of Paktika, Afghanistan

Paktika province is situated in the south-eastern zone of Afghanistan, the largest province of the greater Paktia zone. The southern parts of this province consist of mountains and the western part is mountainous and plan areas and is considered one of the most important Jihadist strongholds. Paktika is one of those provinces where successful operations took place from the very beginning. At that time Orgun, Barmal, Lawara, Mani Kando, Mangriti and Shakeen were those areas where Mujahideen started their attacks on the enemy. The Mujahideen gave historical sacrifices in these areas to pave the road for Jihadist uprising in the whole of Paktika.
Moulvi Sangeen the resident of this province is one of those persons who took part in Jihadist activities for the last ten years in this province. Now he is appointed as the general Jihadist commander (governor). We have interviewed him about the situation of this province. Hope you will enjoy it:

Question: First of all we welcome you for giving us this opportunity. We would like to know about the Jihadist situation in this province.
Ans: In the name of Allah, the most beneficial and the most merciful.
I would like to say in regard to your question that by the grace of Allah Almighty, the Jihadist operations are much more successful than our expectations this year. Heavy financial losses and casualties have been inflicted upon the enemy. We can say that the achievements of Mujahideen are very optimistic this year. We realize the effectiveness of our Jihadist tactics. For your information I would like to say that after the announcement of ‘Badr’ operation, the centers and basis of the enemy are brought under heavy attacks in the centre (Sharana) and other districts of this province. For example this year the air-force of the enemy was brought under assault not only in Sharana (the capital of the province) but also in Naka, Orgun and Yahyakhail districts of this province; in which 6 planes of the enemy were shot down. The ground forces and infantry have also suffered heavy losses.

Question: If you could explain that in how many districts of this province, Mujahideen are active and operative?
Ans: According to the rules and regulations of the Islamic Emirate of Afghanistan, Jihadist commanders are appointed in all the 15 districts of this province. In the same way very warm operations are going on in all these districts. We are determent to accelerate and expand the attacks. The Mujahideen control the situation to such an extent that the enemy cannot move easily outside their military basis in any part of this province. All the district to center links are under the surveillance and assault of Mujahideen. Mostly the enemy makes their supply by air. In some districts the enemy forces are strongly besieged.

Question: Is there any conquered district in Paktika province?
Ans: In Paktika province we have some of the districts fully conquered, e.g. Nakka district. Apart from a far flung area where the Americans have just one military post, whole of the remaining areas are under the control of Mujahideen. Similarly the Dilla and Gayan districts are under our control. The Americans have only one military base in this area. Charyaran, Muta Khan, Sarozy, Katawaz and Wazakhawa are the districts where Mujahideen control the situation and the enemy is confined to their basis. The rules and regulations of the Islamic Emirate are implemented and Mujahideen can move freely in these areas.

Question: What is the level of public support for Mujahideen in Paktika province?
Ans: As far as public support is concerned, I can say that every village, even every home is our stronghold. By the grace of Allah Almighty the public of Paktika are Mujahid and support Mujahideen. In the ongoing struggle, their participation is unforgettable. It is clear that without the support of the people, Mujahideen could not have carried out such heavy operations. The widespread assaults of Mujahideen are the evidence that the masses are with us. We are thankful to them and we pray to Allah that he may reward them.

Question: For some time our national and international enemy is propagating a separate net-work with the name of Haqqani net-work which carries out attack in Paktia, Paktika and Khost provinces on special targets. What do think, as a Jihadist commander, is the nature and purpose of this kind of propaganda of the enemy?
Ans: This is the public cry of the enemies of Islam and Afghanistan and their stooges. It has no reality. It is the propaganda of different radio channels and the media. I can say quite openly that all the Mujahideen work under the leadership of the honorable Ameer-ul-Momineen (head of the pious people). Not only in our area but also in the whole of Afghanistan the operations are carried out according to his command and under his control. The enemy of Islam and our country is afraid of the unity and organization of the forces of the Islamic Emirate of Afghanistan. They consider it their great failure that in the past ten years they could neither defeat Mujahideen nor could break their unity. They are doing this kind of propaganda just to hide their failure and shame. The enemy should not consider it any more that they would succeed in dividing the forces of Mujahideen. By the grace of Allah we Afghans are Muslims. We follow the teachings of Islam. According to Islam obeying the command of one Ameer (head) is obligatory.  Here I would like to clarify that Alhaj Moulvi Jalal-u-deen Haqqani (may Allah protect him) and his family has rendered unforgettable sacrifices for Islam and Afghanistan. All his family members are sincere to Islam and Jihad. Mr. Haqqani himself is a devoted Mujahid, scholar and a pious person. He obeys the head of the Islamic Emirate and asks others to obey him.

Question: Most of the time the enemy claim through their media that they have inflicted heavy casualties over Mujahideen in air bombardment. Are these kinds of reports true?
Ans: Paktika is one of those far flung areas of Afghanistan where there is no facility of true of reporting. Taking advantage of this reality the enemy makes false claims. Since there are no free journalists who could verify these reports, the enemy considers it a success for itself. I can assure you that the number of our casualties has decreased as compared to past. We are familiar now with the tactics and bombardment of the enemy. One thing is clear that in some of the remote mountainous areas like Naka, Zerok, Orgon, Gayankhail, and Barmal etc. the enemy tortures the common people indiscriminately during their search operations. The media know nothing about it. Most of the time the enemy shows the casualties of the common people as the casualties of Mujahideen and thus try to hide their crimes.

Question: The enemy tried its best to lower the graph of Mujahideen’s force in Paktika province like other parts of the country; how do you evaluate this? And what are your future plans and anticipations?
Ans: The enemy tried tooth and nail to capture some of the areas from Mujahideen. In this connection they launched search operations in districts related to Katawaz and some of the mountainous areas. But it has least affected our operational capacity.
As far as the future is concerned, according to our belief its true knowledge is only with Allah Almighty. Since we trust him, we hope that the future is advantageous for us. We see that the enemy has no more courage and resilience to remain in this country and its fighting morale is totally lost. Our future plan is to bring the enemy under attacks in the central areas as well. We hope that Allah Almighty will make us successful in our plans and struggle.

Question: At the end if you have any message for Mujahideen, please do share it with us.
Ans: My message to Mujahideen in particular and to the common Muslims of Afghanistan in general is to obey the teachings of the Prophet of Islam and to respect and love Islam and the Prophet of Islam more than their belongings, children and even their own self. All the responsible officials should strictly obey the decrees of Ameer-ul-Momineen and the leading council. They should abide by rules and regulations. They should refrain from all those deeds which annoy the common people and consequently hinder Jihad. The time is not far way that the enemy of our faith and soil (America) will withdraw its forces with their heads bowed, just as the Soviet red army did and our nation will enjoy its freedom and sovereignty.
