Kazakhstan, Russia to create Unified Regional Air Defense System

Kazakhstan and Russia signed an agreement on a common regional air defense system.

“Russian Defense Minister rendered a visit to our country for the first time. We discussed important issues and signed document to create a common air defense system. In our view, this will increase the level of cooperation and create conditions for enhancement of the defense potential of our countries,” Defense Minister Adilbek Dzhaksybekov said after the meeting with his Russian counterpart in Astana.

According to Russian Defense Minister, the parties talked about further ways to improve the agreement, expand its framework and “add new elements that also include the anti-ballistic missile defense”. Sergey Shoigu also noted that both parties had been preparing the document for signing for over 6 years.

“Our cooperation volume is great and covers all areas: CSTO (Collective Security Treaty Organization), exploitation of sites and space research. The agreement that has just been signed is related to air defense system. We have also talked about further ways for improvement and expansion of this agreement. It took a long time to prepare it — over 6 years. It involves joining our information spaces, their integration and introduction of additional elements. It (the agreement) will help increase security of our countries,” Shoigu said.

Largest Russian Naval Exercise in Post-Soviet Era Begins

The Russian Navy has begun its biggest war games in the high seas in decades that will include manoeuvres off the shores of Syria.

More than two dozen ships drawn Russia’s all four fleets, as well as long-range warplanes, will conduct nine-day exercises in the Mediterranean and Black seas.

It is the largest naval manoeuvres since the collapse of the Soviet Union, officials said.

The purpose of the war games is to improve coordination between different naval groups during missions in “far-away sea zones,” the Russian Defence Ministry said on Sunday.

Experts suggested the exercises will serve to project Russia’s naval power to a highly explosive region and render moral support for the embattled regime of Syrian President Bashar al-Assad.

“This part of the world ocean has key geopolitical interest for Russia, considering that the Russian Navy has a maintenance and supply facility in Syria,” the Russian Navy General Staff said last month.

Russia leases a naval base at the Syrian port of Tartous.

The naval manoeuvres will involve training for landing operations on the Syrian shore, informed sources told Russia’s Interfax news agency. Several big landing ships taking part in the Russian war games carry marines, munitions, and “military hardware,” Interfax reported last week.

Moscow may also be preparing for possible evacuation of thousands of Russian nationals from war-torn Syria, experts said.

About 9,000 Russians are registered with the Russian Embassy in Damascus, but their total number may well exceed 30,000.

Thousands of Russian women have married Syrian men who studied at Russian universities and military academies in past decades.

China to Buy a Fleet of Russian Bombers to Take On The US Navy

Chinese websites are again reporting that Russia has agreed to sell Beijing the production line for the Tupolev Tu-22M3 bomber at a cost of $1.5 billion.

Once in service with the Chinese Naval Air Forces the Tu-22M3 will be known as the “H-10″.

The deal struck with Russia includes 36 aircraft: a batch of 12 followed by a second batch of 24 additional bombers.

The Tu-22 will be employed in the maritime attack role and used to attack targets from low levels to avoid radar detection.

The Tu-22 is a Soviet supersonic, swing-wing, long-range strategic and maritime strike bomber.

It was developed during the Cold War and is among the closest things to a modern stealth bomber.

However, it will get updated with indigenous systems and an extended range making it a significant threat to many latest generations weapon systems.

That’s even more true if the deal with Russia includes the Raduga Kh-22 (AS-4 ‘Kitchen’) long-range anti-ship missile, in which case this could be a significant change in the strategic balance of the region.

The Tu-22 bombers will give China another tool to pursue the area denial strategy in the South China Sea and the Pacific theatre; a fast platform to launch cruise missiles, conventional or nuclear weapons in various regional war scenarios.

In other words, a brand new threat to the U.S. Navy in the region.

China and Russia are Acquiring Gold and Dumping USZ Dollars

There is evidence that central banks in several regions of the World are building up their gold reserves. What is published are the official purchases.

A large part of these Central Bank purchases of gold bullion are not disclosed. They are undertaken through third party contracting companies, with utmost discretion.

USZ dollar holdings and USZ dollar denominated debt instruments are in effect being traded in for gold, which in turn puts pressure on the USZ dollar. 

In turn, both China and Russia have boosted domestic production of gold, a large share of which is being purchased by their central banks:

It has long been assumed that China is surreptitiously building up its gold reserves through buying local production. Russia is another major gold miner where the Central bank has been purchasing gold from another state entity, Gokhran, which is the marketing arm and central repository for the country’s mined gold production. Now it has been reported by Bloomberg that the Venezuelan Central Bank director, Jose Khan, has said that country will boost its gold reserves through purchasing more than half the gold produced from its rapidly growing domestic gold mining industry.

In Russia, for example, Gokhran sold some 30 tonnes of gold to the Central Bank in an internal accounting exercise late last year. In part, so it was said at the time, the direct sale was made rather than placing the metal on the open market and perhaps adversely affecting the gold price.

China is currently the world’s largest gold producer and last year it confirmed it had raised its own Central Bank gold holdings by more than 450 tonnes over the previous six years. The 450 tons figure corresponds to an increase in the gold reserves of the central bank from 600 tons in 2003 to 1054 tons in 2009. If we go by official statements, China’s gold reserves are increasing by approximately 10 percent per annum.

China has risen to now be the largest gold producing nation in the world at around 270 tonnes. The amount bought in by the government initially looks like 90 tonnes per annum or just under, 2 tonnes a week. Before 2003 the announcement by the Chinese central bank that gold reserves had been doubled to 600 tonnes, accounted for similar purchases before that date. Why so small an amount you may well ask? We think local and national issues clouded the central bank’s view as it was the government that bought the gold since 2003 and have now placed it on the central bank’s Balance Sheet. Russia’s Central bank holdings are in excess of 20 million troy ounces (January 2010)

The diagram below shows a significant increase in monthly purchases by the the RCB since June 2009.

Central Banks in the Middle East are also building up their gold reserves, while reducing their dollar forex holding.

Gold reserves of GCC states is less than 5 percent:

Dubai International Financial Centre Authority economists released a report yesterday calling for local countries to build gold reserves, according to The National.

GCC states should boost their foreign reserve holdings of gold to help shield their billions of dollars of assets from turbulence in global currency markets, say economists at the Dubai International Financial Centre Authority (DIFCA).

Diversifying more of their reserves from US dollars to the yellow metal would help to offer central banks in the region higher investment returns, said Dr Nasser Saidi, the chief economist of DIFCA, and Dr Fabio Scacciavillani, the director of macroeconomics and statistics at the authority.

“When you have a great deal of economic uncertainty, going into paper assets, whatever they may be – stocks, bonds, other types of equity – is not attractive,” said Dr Saidi. “That makes gold more attractive.”

The latest rankings of gold reserves show that, as of mid-December, the United States remains the top country and the Chinese mainland is ranked sixth with 1,054 tons of reserves, the World Gold Council announced recently.

Russia climbed to eighth place because its gold reserves increased by 167.5 tons since December 2009. The top ten in 2010 remains the same compared to the rankings of the same period of last year. And Saudi Arabia squeezed to the top 20.

Developing countries and regions, including Saudi Arabia and South Africa, have become the main force driving the gold reserve increase. … .

It should be understood that actual purchases of physical gold are not the only factor in explaining the movement of gold prices. The gold market is marked by organized speculation by large scale financial institutions.

The gold market is characterised by numerous paper instruments, gold index funds, gold certificates, OTC gold derivatives (including options, swaps and forwards), which play a strong role, particularly in short-term movement of gold prices. The recent increase and subsequent decline of gold prices are the result of manipulation by powerful financial actors.

General Kayani lands in Russia, blasts Balochistan Propaganda

ISLAMABAD - Less than a week after a foreign funded imported Baloch "nationalist" leader had demanded an end to the fictitious highhandedness on part of military intelligence agencies for the settlement of Balochistan crises, the army’s top brass has contended that it ‘fully’ supports political process in the province. “Army fully supports any political process, as long as it is within the constitution of Pakistan,” a military statement on Wednesday quoted Army Chief General Ashfaq Parvez Kayani as having said, shortly before he left for Moscow on a four-day tour. In the policy statement issued by ISPR, the COAS said, “Army will extend its support to a political solution to the Balochistan problem, provided that the solution is according to the Constitution of Pakistan. (However) any step, which goes against the Constitution, will be unacceptable.”

Meanwhile, senior army officials were present on Wednesday at the Benazir Bhutto International Airport to see off General Kayani, who left for Moscow on a four-day official visit. The army chief’s Russia visit has become more significant after Russian President Vladimir Putin recently cancelled his Pakistan visit. Putin was scheduled to visit Islamabad in the first week of October but his visit was cancelled owing to ‘unspecified reasons’. Kayani’s visit also coincides with Russian Foreign Minister Sergey Viktorovich Lavrov’s two-day visit to Islamabad (Oct 3-4) on the invitation of Foreign Minister Hina Rabbani Khar. Lavrov is scheduled to call on President Asif Ali Zardari and Prime Minister Raja Pervaiz Ashraf, besides holding bilateral consultations.

General Kayani during his four-day visit is expected to meet Russia’s top military and civil leaders to discuss ways to boost military-to-military cooperation between the two countries, ISPR Director General Maj-Gen Asim Saleem Bajwa said. Gen Kayani is also expected to visit Russia’s vital defence installations and meet his Russian counterpart. Political pundits dubbing the visit a breakthrough in cooperation between both the countries, claim it can become beginning of a new era of Pak-Russian relations. Pakistan has been desperately trying to strengthen ties with Russia in a bid to lessen its reliance on the United States of Zionism.

A senior defence official has described the army chief’s visit as a major breakthrough in Pak-Russia defence ties. A diplomat at the Foreign Office, meanwhile, said that engagement with Russia was meant to “safeguard national interests as well as deepen consultations”. Gen Kayani’s visit was in the planning for months, but has received additional focus because of the cancellation of Putin’s visit to Pakistan, which would have been a landmark trip because he would have been the first Russian president to visit Pakistan. Meanwhile, General Kayani was given a warm welcome as he landed in Moscow on a historical visit to Russia. He was received by Deputy Commander in-Chief of Russian Armed Forces at the airport. A contingent of Russian Army gave guard of honour at the airport. Kayani would call on President Putin during his visit.

Pakistan, Russia set to Deepen Bilateral Relations

ISLAMABAD - The two-day visit of the Russian Foreign Minister, Sergey Viktorovich Lavrov, beginning from today is set to deepen the bilateral ties between Moscow and Islamabad after Pakistan reformed foreign policy to engage its neighbours and near neighbours including Russia. “Diversification of Pakistan’s foreign policy is successfully bearing fruits as bilateral ties with Russia are progressing well,” senior Pakistani diplomats told TheNation on Tuesday, hoping the visit of Russian foreign minister would further boost ties between the two countries.

They were of the view that the visiting dignitaries would take Islamabad on board over reasons of President Putin’s visit to Pakistan for his national engagements in the country but with a very clear message that Russian Federation is totally committed to enhancing its relations with Pakistan. They believed that the visit of President Putin was not significant in terms of growing bilateral relations between the two countries as he was scheduled to participate in the quadrilateral moot of Pakistan, Afghanistan, Tajikistan and Russia that has been put off and being rescheduled.

Sources said that Pakistan and Russia enjoy an excellent relationship based on mutuality of interest in enhancing greater bilateral cooperation and convergence of views on various important regional and international issues. The two countries also share the common objective of peace and stability in the broader region and attach importance to regional connectivity both in terms of trade and energy cooperation. Lavrov is visiting Pakistan at the invitation of Foreign Minister Hina Rabbani Khar extended during her last visit to Moscow in February this year that led to increase bilateral relations between the two countries.

During his stay in Islamabad besides holding bilateral consultations, Foreign Minister Lavrov is also scheduled to call on the President and the Prime Minister.
The sources said that the visit of Foreign Minister Lavrov would provide an opportunity to further expand and intensify the existing mutually beneficial bilateral ties. Likewise, the visit of Chief of Army Staff General Ashfaq Pavez Kiyani to Russia would also help boost military-to-military relations between the two countries. Recently, the two countries also held their Second Inter-Governmental Commission (IGC) on Trade, Economic, Scientific and Technical Cooperation in Islamabad and discussed concrete proposals on various areas of cooperation including Energy, Industries and Production, Bilateral Trade and Investment, Scientific and Technical Cooperation, Agriculture.

Pakistan and Russia have signed three MoUs during the Second Inter-Governmental Commission (IGC) on Trade, Economic, Scientific and Technical Cooperation held in Islamabad, and these MoUs related to expansion of Pakistan Steel Mills and cooperation in railways and water and power sector projects. The first memorandum is about modernization, reconstruction and expansion of production capacity of the Pakistan Steel. Russia’s Tyazhpromexport Company, which had helped Pakistan establish the plant, will carry out technical audit. The financial and technical terms of the project will be finalised during visit to Moscow by a Pakistani delegation.

Under the MoU on railways, Russia will explore opportunities of cooperation with Pakistan Railways, particularly a joint venture for manufacturing passenger carriages. Russia will also participate in a tender to be floated for the supply of carriages. The third MoU concerns Russian investment in energy sector. The Russian Federation will cooperate in converting Jamshoro and Muzaffarabad thermal power plants from furnace oil into coal.

Pak - Russia ties: COAS to visit Russia next week

ISLAMABAD - Chief of Army Staff, General Ashfaq Parvez Kayani will pay official visit to Russia next week signalling the possibility of a marked shift in Pakistan-Russia ties marred by the Cold War rivalry. Kayani will become the first Pakistani Army chief to undertake a State visit to Moscow, though former military ruler Pervez Musharraf did visit the Russian capital as the then Head of State in 2003.According to official sources, Kayani would make the “historic trip” in the second week of September, marking the beginning of a new phase of ,otherwise, troubled ties. 

He is expecting a warm welcome in Moscow, where he is scheduled to meet his Russian counterpart and also President Vladimir Putin.Kayani was originally scheduled to visit the former superpower in early August but the trip was delayed due to a series of meetings with US officials as part of rapprochement between Islamabad and Washington.According to sources, the two countries would push for greater military-to-military cooperation during COAS Kayani’s trip, adding, that Islamabad and Moscow share similar views on the Afghan situation and have voiced concerns over US military presence in the war-torn country beyond 2014.
