Capital suggestion... Generals

What do the generals want? The Pakistan Army, like all other institutions, is a pyramid. But the Pakistan Army, unlike any other Pakistani institution, is the only Pakistani institution where soldiers rise from within to become commanding generals purely on the basis of merit. This military pyramid rests on two pillars: respect for the chain of command and the confidence of Pakistanis in their armed forces.

As of right now, Pakistan Army’s two serving generals, 22 serving lieutenant generals, 150 serving major generals for a total of 620,000 Pakistani soldiers are in a state of war. This is the longest – and the bloodiest – war that the Pakistan Army has ever fought. This war has multiple fronts – Tirah Valley, Shawal Valley, Wana, Miranshah, Mir Ali, Swat, Sararogha, Bajaur, Orakzai, Khyber and Kurram. This is a war where the distinction between a combatant and a non-combatant is blurring. This is a war where the distinction between a soldier and a civilian is blurring – even the distinction between war and politics is blurring. This war truly has all the characteristics of a 4G war.

Then there’s India with its ‘cold start military doctrine’. Then there’s the Indian army with its ‘Order of battle’, whereby at least half of all Indian army corps are stationed within a striking distance from the Pakistan-India border. The Indian army’s XV Corps with two infantry divisions in Srinagar, XIV Corps in Leh, XVI Corps with three infantry divisions, an artillery brigade and an armoured brigade in Nagrota, X Corps in Bhatinda, XI Corps in Jalandhar, IX Corps in Yol and II Corps in Ambala.

Remember, generals around the world respond to ‘capacity’ not ‘intent’. Pakistani generals look at the Indian Army and see its inventory of 6,384 tanks as a threat (since none of those Arjun MBTs can cross the Himalayas into China, they must all be for Pakistan).
Pakistani generals look at the Indian Air Force and see its inventory of 672 combat aircraft as a threat. Pakistani generals look at the Indian Army and find that XV, IX, XVI, XIV, XI, X and II Corps all pointing their guns at Pakistan. The Pakistani generals look at India’s 4th Armoured Division, 12th Infantry Division, 340th Mechanised Brigade and the 4th Armoured Brigade deployed to cut Pakistan into two halves.

As of right now, the Pakistan Army is fighting a deadly 4G war within and must, at the same time, stand prepared to defend Pakistan from the 3G threat from the east. In essence, the Pakistan Army is fighting at three different levels – physical, mental and moral. To be certain, the Pakistan Army cannot win on the physical battlefield unless it also wins the mental combat, the ‘will to fight’ and the ‘belief in victory’.
So, what do the serving generals want? The same thing that any serving general in a state of war would want – support from all other pillars of the state. So, what do the Pakistani generals need to guarantee the longevity of the Pakistani state? The same thing that any serving general in a state of war needs – esprit de corps, sense of unity, commonality of interests plus chain of command and the confidence of the public on the military.

As of right now, one retired general, five retired lieutenant generals and two retired major generals are on trial – both in the courts of the law and the media. What do the retired generals want? They don’t want to be convicted – either by the courts or by the media. Well, there shouldn’t even be any debate on this count – anyone who breaks the law must be held responsible and punished.

Several Indo-American terrorists killed in Bajaur and Waziristan Agency by Pak Army

At least nine Indo-American backed militants including key TTP commanders were killed and several injured as fighting between security forces and terrorist militants continued in border villages of Bajaur Agency for its 10th day on Sunday.Security forces officials said that nine Terrorist insurgents including several key TTP commanders have been killed in the fresh action against the militants in the border area of Batwar in tehsil Salarzai.“Security forces and the volunteers of the local Peace Committee had targeted several hideouts and positions of the militants in the fresh action in which nine miscreants including an unspecified number of top commanders have been killed,” the official said.

According to the locals, both sides had used heavy weapons against each other while at least two members of Peace Committee and a personnel of the security forces were wounded in the exchange of firing. “Although we are facing tough resistance from the militants but we have taken control of some key Taliban locations,” Said Kamal, a senior member of Salarzai Peace Committee, told. He said that hundreds of additional volunteers have been deployed in different parts of the areas.

Security forces on Sunday killed eight militants in an ongoing operation in Azam Warsak area of northwestern tribal agency of South Waziristan.Security sources said that 13 militants and one soldier were also injured during the exchange of fire between the forces and the extremists. The sources said the troops conducted the operation early in the morning and repulsed an attack on its checkpost in Khankot.In a separate incident, security forces defused four remote controlled bombs planted by a road near Miranshah, the main town in North Waziristan Agency.

Why USZ protects CIA terrorism?

Since Pakistan became the only declared nuclear country in the Islamic World, US, India and Israel started acting upon their collective agenda to destabilise it. After the shift of the Great Game from Central Asia to Pakistan, the country has become special target of American CIA, Indian RAW and Israeli Mossad which have been supporting target killings, suicide attacks, hostage-takings, sectarian and ethnic violence in various cities, and separatist elements in Balochistan. 


These foreign agencies based in Afghanistan have been sending well-trained agents and militants in Pakistan who also attack the check posts of Pakistan’s security forces. Besides Afghanistan, US-led espionage network has also been shifted to Pakistan as intensity of anti-Pakistan activities especially of CIA agents have proved.


In this context, US has openly been protecting CIA agents by pressuring Pakistan. Without paying attention to the fact about the conviction of a Pakistani doctor, Shakeel Afridi, US Secretary of State Hillary Clinton on May 24, this year condemned his imprisonment as “unjust and unwarranted” for helping in the hunt for Osama bin Laden.


Moreover, to further blackmail Islamabad for Dr. Shakeel Afridi’s release, US Senate cuts $33m aid to Pakistan. On May 29, a US Conservative Senator Rand Paul suggested to suspend all Pak aid until Dr. Afridi is set free.


In fact, Shakeel Afridi has been sentenced 33 years imprisonment by order of the Assistant Political Agent, Bara due to his anti-state activities in accordance with the provision of Frontier Crimes Regulation (FCR) and the tribal traditions. The punishment is based on his close association with the banned terrorist group Lashkar-e-Islam led by Mangal Bagh. The evidence produced by the Joint Investigation Team before the court proved Dr. Afridi’s clandestine collaboration with the CIA in connection with the May 2 US raid in Abbottabad which violated Pakistan’s sovereignty.


Notably, since 2008, intermittent fighting in Tirah Valley in Kyber Agency between Ansur-ul-Islam, and Lashkar-e-Islam which has been supporting by CIA-led RAW and Mossad, have claimed more than 2500 lives.


Particularly with the assistance of CIA, RAW has hired the services of the Indian Muslims who are on US payroll. Posing themselves as staunch believers, they joined the ranks and files of the Taliban and other militant groups of Tehreek-e-Taliban, Sipah-e-Sahaba and other religious sects. The main aim behind is to continue sectarian and ethnic disturbance in Pakistan besides committing other subversive acts to destabilse Pakistan.


Recently, Federal Interior Minister Rehman Malik disclosed that the militants of the banned outfits of Tehrik-e-Taliban Pakistan, Sipah-e-Sahaba, Lashkar-e-Jhangvi and Baloch Liberation Army are in collaboration in creating unrest in Karachi. On July 18, 2011, Rehman Malik, while disclosing the involvement of foreign hands in Pakistan, had openly stated, “Over 200 miscreants have been arrested… Israeli and American made weapons including AK-45 rifles have been recovered from them.”


Now, US is so anxious for the release of CIA agent Dr Afridi that it has set aside, Pak-US ongoing negotiations on the complex issue of restoring the NATO supply routes.


Last year, American top officials urged Pakistan to set free American national, Raymond Davis who killed two Pakistani nationals in Lahore on January 27, 2011. In fact, Davis was an under-cover secret agent of CIA who entered Pakistan in guise of diplomat.


In 2009, the existence of the US private security firm, Blackwater was verified. Blackwater and CIA started recruiting Pakistani nationals who were vulnerable and could work on their payroll. As part of US espionage network, hundreds of the American CIA spies entered Pakistan under the guise of diplomats. They started supervising and guiding the anti-Pakistan activities through their affiliated militants. These spies were also trying to gather information about Pakistan’s nuclear assets.


On the other side, Pakistan’s Inter-Services Intelligence agency (ISI) started thwarting the anti-Pakistan activities of the spies of Blackwater and CIA. In this context, with the pre-information of ISI, Pakistan’s security agencies arrested a number of agents. For instance, on September 19, 2009, police raided the Inter-Risk, a private security company in Islamabad, and arrested its two employees, possessing unlicensed arms. While, US embassy spokesperson Richard Snelsire pretended, “The US contract with the Inter-Risk is to provide security at the embassy and consulates.”


Besides, on many occasions, ISI helped in stopping the secret movements of the CIA spies who were traveling in vehicles, covered with black mirrors—showing themselves as diplomats. Sometimes weapons were also snatched from them. On the information of ISI, Pakistan’s establishment expelled several so-called diplomats, operating in the country. On the other side, US withheld $700 million in military aid to punish its military and ISI.


To what extent America saves CIA agents, could also be judged from the famous Memogate case. On December 15, 2011, the Chief of Army Staff Gen. Ashfaq Parvez Kayani, and former ISI Gen. Ahmed Shuja Pasha submitted their statements in the Supreme Court in the memogate case. The former Pakistani ambassador to the US, Husain Haqqani who had resigned from his post to face the investigations about the allegations made by Mansoor Ijaz, an American businessman of Pakistani origin in the memo, also attended the hearings of the Court, and joined the concerned judicial commission, but he was allowed to leave the country after an assurance that he would appear before the court whenever ordered to do so.


Mansoor Ijaz also submitted his reply in the Supreme Court, claiming that he sent the draft of the memo to Husain Haqqani for review. Ijaz had assured Haqqani that the memo contained an offer, backed by President Asif Zardari that the US should help to oust the current military leadership—a new national security team would disband the Army unit which collaborates with the Taliban and other anti-Western militant groups.


On a number of occasions, Mansoor changed his statements about his accusations against Pak Army, ISI and the memo. During his cross-examination to the judicial commission, via a video link from London, he refused to comment on the source of the draft.


After going to the US, Husain Haqqani has been using various pretexts, not to face the judicial commission’s inquiry. On January 4, 2012, he sent an application before the commission including a medical certificate, requesting to adjourn hearing. Haqqani also requested the commission to record his statement via video link from Landon. Besides, he also indicated that his mobile phone set was missing.


In fact, while serving as Pakistani ambassador in the US, Husain Haqqani issued visas to many CIA agents to destabilise Pakistan. Besides, Haqqani developed secret links with the anti-Pakistan Indo-Israeli lobbies. This could be judged from his book, titled, “Pakistan: Between Mosque and Military.” In this book, he targeted both military and Islamic ideology, blaming Pak Army and ISI in contact with the Islamic militants. American famous writers and authors, especially Stephen P. Cohen exaggeratedly praised Husain Haqqani’s book as it was in accordance with the hidden agenda and blame game of the US which still continue against Pakistan and its security agencies.


Mansoor Ijaz who is CIA agent was also used not only to create a rift between Pakistan’s civil and military leadership, but also to save Husain Haqqani through the deliberate self-contradictory statements and thus to weaken the memo case. While, former US National Security Advisor James Jones who earlier admitted the receipt of the secret memo denied the same, while the ex-Admiral Mike Mullen also refused its confirmation. The major purpose of the episode was to protect Hussain Haqqani who has absconded as he was also working for CIA.

Eastern Front


India and US are now partners in war against Pakistan. Indians are aggressively buying US weapons and also leaning upon the diplomatic prowess of the US to encircle, isolate and then nail Pakistan. The pace of Indo-US cooperation in all spheres of diplomacy, economics, military and regional cooperation is breathtaking and indeed seriously threatening for Pakistan. The shapes of things to come are now crystal clear. The Af-Pak and Cold start have now joined hand against their common enemy – Pakistan. 


India is now heavily counting upon the US to be appointed as the natural heir to the US/NATO in Afghanistan once the bulk of western forces leave the country in around 2014. Indian military and economic presence is heavy in Afghanistan which is also being used as a launch pad to wage the 4thGW against Pakistan to soften it up for Af-Pak and Cold Start invasions.


The blockade of NATO supplies has not just created a crisis for the Americans but also for the Indians as well. Now, every military plan of NATO and India has gone into complete disarray. This is a major strategic victory for Pakistan achieved through a master stroke of tactical brilliance.


If Pakistan can hold this blockade for another few months, the back of the US military adventure would be broken in Afghanistan and by default of India as well. Americans continue to provoke Pakistan with more and more drone strikes and the mood remains defiant in Pakistan army to resist the US pressure to open the supplies.


Incredibly, Pakistan government remains in blissful ignorance about the intentions, strategy, weapons acquisitions and diplomatic and media offensive of India against Pakistan and continue to insist upon trade, talks, peace and giving access to the Indians in Pakistani markets and society. The Indian psy-ops within Pakistan is now most intrusive and devastating. Indians are fully exploiting this intrinsic treachery of the government and are in no mood to give any concession to Pakistan, especially when US is standing alongside Delhi. 


But Pakistan army is now seriously concerned. With 55% of the army already deployed on active duty on internal security operations, there are just not enough troops to respond if the Indians decide to launch their Cold Start doctrine. Pakistan’s reliance is now heavily on its unconventional forces which can carry nuclear payload. While the government continues to auction the national security, military prepares for the inevitable showdown. 


On the western front, Pakistan continues to create serious crisis for US and NATO forces in Afghanistan. US is now desperate but is also extremely vulnerable to Pakistan’s strength in deciding the fate of US forces in Afghanistan. US cannot harm Pakistan militarily but the weak and compromised political leadership offers an opportunity to the US to threaten and blackmail the PPP regime. The regime is also hell bent upon opening NATO supplies but is afraid of the army and the public backlash. The PPP ministers are now resorting to shameless and farcical PR drive to convince the nation that NATO supplies must be restored, quoting non-existential laws and accords. US is also using threats, blackmail and intimidation to bring down the Pakistani resistance. 


US is now fully using threat and blackmail to bring down Pakistani resistance. They have made their intentions clear on Drone strikes as well, making a mockery of the Pakistani parliaments’ resolution on the seriously contentious issue. 


But the fact is that the relations between Pakistan and US have now hit rock bottom. US knows that it cannot impose another war on a nuclear armed nation with an army of over half a million regulars and over 10 million irregulars, tribals, militias and armed citizens. US have to use pressure, threats, bluffs, blackmails and bribes to make their way through not a real military adventure. This is the crisis US is facing right now. It does not have a military muscle to threaten Pakistan in real terms. US have to rely on bluffing Pakistan into submission. The entire invasion levels hardware is now stuck in Pakistan and if the things went out of control, Pakistan could actually seize these supplies which cannot be replaced by the US under any circumstances under the catastrophic economic meltdown in US and NATO countries. 


US is threatening Pakistan that Islamabad would not be invited to a conference to decide the future of Afghanistan is Islamabad continues to block supplies. This is just another empty bluff which the PPP regime is more than willing to swallow. There is nothing US can do in Afghanistan without Pakistan’s support and any decision taken in the absence of Islamabad would mean nothing more than the piece of paper it is written. There is real threat that the PPP regime would auction the national interest rather too soon, without offering any resistance. The convicted PM is in London but keen to find a way out for the NATO forces at all cost. 


There is a reason why US is using bluff and blackmail and not actual military force to bring down Pakistan. US just cannot afford another military conflict when it is losing the war in Afghanistan. In a damning indictment of US military strategy, a serving US army Colonel writes in the US armed forces journal about the debacles and disasters now haunting the occupation forces. 


The article makes a startling read and shows how US is using the bluff and blackmail to confuse and disorientate the Pakistani leadership. Written by one of their finest officers who have spent time in Afghanistan, this article is the real factual analysis of the nightmare the US army is facing in Afghanistan and of failures of their leaders and allies in the Afghan army.


US cannot even control their allies, the Afghan army; let alone containing the rag tag militia of Taliban. Now the prospects of going to war with a nuclear armed nation with millions of regular and irregular fighters are a nightmarish unthinkable preposition for the US. US just cannot do it. This is what the Pakistani leaders do not understand.


US is actually releasing the Taliban fighters to cut peace deals with their “arch” enemy. This is farcical, hilarious and makes a mockery of their demands that Pakistan should “do more” to contain the Taliban threats. Such is the dire situation of the US in Afghanistan.


Political Front


The 4th generation war Pakistan is facing today cannot be fought without a strong stable government. The 4GW is not a military war alone but primarily a political, economic, media and diplomatic one. The fact is that 4GW cannot be deployed against a state if it has a strong federal government managing the law and order and economy as well the diplomacy and politics with strength and good governance. The fact that Pakistan is today on the verge of internal collapse is a sign that its government is actually a part of the problem instead of being its solution. 


There is absolutely no sign of any reform, improvement or correction in any government or state organ and the collapse is too rapid now to be controlled without serious bloodshed and anarchy. The government, political parties, Supreme Court and the nation remain at war with each other oblivious to the threats which have now engulfed the nation. It is actually anarchy now. 


The meltdown continues as parties literally drag the country towards a civil war on provincial or ethnic lines. This is most explosive political gamble by the parties to muster political support before the elections. The country would be ripped violently on ethnic lines. The Supreme Court continues to fire in every direction without any strategy or vision to control the rot, adding to the chaos exponentially. 


While the state organs and political parties fight amongst each other, the country continues to slip rapidly into abyss as food and energy crisis turn into nightmares.  The rulers and political leaders are making windfall profits as the country burns on all axis. The members of the parliament, Ministers and the Prime Minister, all are now the richest people in a country where almost 90% suffer food or energy insecurity. This is scandalous now and all the ingredients of a massive violent street revolution are mixed into a volatile inferno. 


The anarchy is now unsustainable. If the army does not move in now, the country would become a failed state like Somalia or a disintegrated state like Yugoslavia. It has now come to this.
